Why this is asked: Chemical synapses transmit in one direction only, since neurotransmitter is released solely from pre-synaptic vesicles and received solely by post-synaptic receptors, while the much rarer electrical synapse allows current to pass either way. The resting potential itself (about -70 mV, inside negative) is maintained by the Na+-K+ pump moving 3 Na+ out for every 2 K+ in, a ratio that's easy to invert in an option.
